The cooperative sector is integral to fostering community ownership, mutual aid, and economic empowerment, operating under principles distinct from profit-driven enterprises. This paper investigates the effectiveness of government policies in nurturing the cooperative movement across different countries, with a focus on the interplay between institutional frameworks and cooperative success. Drawing on Institutional Theory, the study examines how government regulations, societal norms, and support mechanisms shape the development and sustainability of cooperatives. By analyzing the policy landscapes and outcomes in various countries, the paper identifies best practices and common challenges faced by cooperatives globally. The findings highlight the crucial role of government support in creating an enabling environment for cooperatives, while also emphasizing the need for adaptive policies that consider the unique socio-economic contexts of each country.
