This research is motivated by increasing pressure for economic transformation due to digitalization
and global market integration, which forces local economies to adapt rapidly and strategically. Under
these conditions, conventional approaches are no longer sufficient to maintain competitiveness,
making it necessary to reimagine local economies based on collaboration between human resources
(HR) and technology. This study aims to critically analyze the synergistic role between HR quality-
including digital literacy, innovation, and adaptive capacity, and the utilization of technology in
creating local economic systems that are more productive, efficient, and globally connected. An
analytical approach is used to identify how the interaction between these two factors can transform
the structure and dynamics of local economies. The findings show that the success of reimagining local
economies largely depends on the level of integration between HR capacity and inclusive technology
adoption. Inequality in access to technology and low digital competence are major obstacles that may
widen economic disparities. Therefore, an ecosystem-based strategy is required, involving multiple
stakeholders to strengthen HR capacity and expand equitable access to technology. This study
emphasizes that collaboration between HR and technology not only enhances the competitiveness of
local economies but also serves as a crucial foundation for supporting sustainable, inclusive, and long
term global development.
